Inactive Assigned to but Incident submitted to ADO, SNow-ADO integration not working

An Incident was assigned to an user, but now he is Inactive. 

Before changing the assigned to user, this incident was submitted to ADO, for creating ADO side incident card asper the integration. 

It seems there is no ADO side incident is created , not even any agile story created even if submitted to ADO function is used.

Is there a way we can resubmit this existing Incident to ADO ?

What is governing your integration to ADO?   Something custom?  An OOB spoke or something?
