Inactive user should be listed for End user

What is the best practise to restrict this BR only to one catalog variable(where inactive users should also listed for end user to select from) without having any other impact?

Typically, it's not considered best practice to display inactive users, as they cannot engage in tasks, approvals, or any other activities within the system. Could you share the specific use case? Why would you like to show inactive users to end users?

I 100% agree with @Omkar Mone. Adding inactive users did not make sense, could you please share the business use case?
