Incident need to open in New Tab.

My client requirement is to have Incident template open in a separate tab. So the outcome would be: I click on "New" in the Incident tab in Related links, it opens a new tab for incident template, and I can still see the request data in the old tab.

When I click on "New" in the Incident tab in "Related links", 

Then I see it open in a new tab in the browser instead of the request tab.

if we customise this is there any issues happen during upgradation.

This sounds like something that is OOB in Configurable Workspace. Have you looked at getting started with Workspaces?
