Incorrect License count : IT Service Management Standard

Hello All,
I am novice to Subscription Management, Any help on this would be appreciated.
We have "30" purchases license for "IT Service Management Standard" and we allocated 27 out of 30 to users. When I see it on Subscription management it looks like below:
It is showing 27 count but ServiceNow informed us total 38 license are allocated and seeing slight overage of 8 ITSM licenses being used.
Anybody advice me on this?
How should I keep count to 27 and 38 is not visible to us?
Any help will be appreciated.
