Need help to restore -- https://dev163459.service-now.com
Kindly assist in restoring the instance please.

Your instance must have hibernated and took some time to wake up by the sounds of it.

Also fyi, now there is no support for PDIs unfortunately, so if there is an actual issue no one can support you with it, so if you have some work you want to preserve I would suggest take backups just to be safe.

When you login in to developer.service-now.com 

On profile link

you will get option

If you see option to restore only then else

consider it has been reclaimed.
