Instance Options Grayed out on a Widget

My Instance Options is grayed out on the Ticket Status widget, this is the only one that is grayed out.

A few things to consider/ask:

• Is this a new problem?
• Could you select this option in the past?
• Were any changes made to this widget, specifically to roles?
• Do you have the admin or sp_admin role?

I am an admin.  this is the first time accessing this option for this widget.  The option is not grayed out on other widgets.
