Integrate ServiceNow - Microsoft Azure for On-boarding / Off-boarding the Users without Azure Spoke

Greetings!!!

We have a requirement from customer to onboard users into ServiceNow and Azure AD (Want to achieve this without Microsoft AD Spoke, don't want to buy IntegrationHub license). We have two categories of users (Internal and External), for internal users, the sequence of activities is below:

1) First the HR creates a request into SAP Successfactors and with integration we are bringing in the user data into the ServiceNow, HR provides the details like first name, last name, region, location etc.
2) Then we create a request into ServiceNow with the details received from Successfactors.
3) Once the request is created into ServiceNow, the line manager of the user provides some details on RITM, like, what are the licenses required for the user and the group membership.
4) Here we want to integrate ServiceNow with Azure AD (But the thing is, we are trying to integrate the ServiceNow with Microsoft Azure AD without the spoke).
5) The user needs to be created into Azure AD and should get added to the Group mentioned on the request and the licenses / services should be assigned to the users.
6) Once the user is created and added to the group and provided the services into Azure, the data should sync back to ServiceNow.

We want to achieve this without subscribing to the Microsoft Azure Spoke, we are open for any suggestions, 1) How to design the on-boarding request into ServiceNow. 2) For integration with Azure AD without spoke, how to integrate, thought of creating scripted REST API but what else should be configured, need help. Please provide the steps to configure and achieve this.
