Interactive Filters ref qualifier

We are using multiple interactive filters on a dashboard tab. Is it possible to make it so that a later filter is ref qualified based on the selection of a previous filter? So if I have 3 filters, can I make the options in filter 2 dependent on the selection of filter 1?

Yes. You can create cascading filters for this.
