If you're a customer, use a sub-prod instance.
If you work with a partner, use one of the partner instances.
There is no solution for independent consultants. Full stop.

EDIT: You can now, but its not via the traditional request process.
You can't request. The vendor must push. Been hearing that several vendors don't know how that's done, so I made a video about it.

That's great news! But what if the app vendor is ServiceNow?
I ran into this issue as I was trying to install the "ServiceNow Remote Instance Spoke" in PDI, with no luck.

No idea to be honest. I think the best bet is to ask your Sales Rep to hunt the info down for you.
