Is the order number in policies and scripts unique in a specific form or across an instance?

Dear everyone,
I have an inquiry on the order numbering of Scripts and Policies. Since last week in noticed that when I try to save a a new policy in a variable set with a unique order number in that form it gets rejected as it is not unique across the instance. The same goes for a script. According the notification it is conflicting with a Best Practice in ServiceNow. Can anyone tell me if this is only the case in the particular form or across the complete instance or Servicenow environment. It is giving me headaches as our environment is pretty big with a huge amount of policies and scripts. That means I have a very hard time to find a free order number and this is delaying, and frustating, my work.
Any sugestions on this?

To add, this is applicable in variable sets.
