Is the PMO Dashboard in ServiceNow out of the box? I can't find it, do I need a specific plug in?

I really would love this dashboard but I can't find it.

End user and roles

End user and goal	Required role
Portfolio manager: Needs visibility into programs, projects, and demands in their portfolio and actions that should be taken.	it_portfolio_manager
Program manager: Needs visibility into projects and demands in their programs and actions that should be taken.	it_program_manager
Project manager: Has access to the dashboards.	it_project_manager

Can you see my picture? Is this correct in how the time sheet approval works in ServiceNow? Did I miss anything? Since this is out of the box, where can I find the flow that shows this in ServiceNow? Do you know how long a manager has to approve a timesheet? Is there a certain time?
