Yes, there is a limit. You can check it yourself and adjust it (although I wouldn't recommend customizing such core components):

1.) Rightclick the Label of the Field (e.g. Short description or Description) > "Show - '<field technical name>'"

2.) On the now appearing popup you will see the length limit:

If you want to customize it, instead of clicking "Show - '<field technical name>'", select "Configure Dictionary" instead, here you can change the length (again: not recommended as this makes you own the artefact and as such you're responsible for future upgrade treatment):

Yes, there is a character limit for the UI policy description field. To check it:

1. Right-click the field label (e.g., "Description"/"Short Description") and select "Show - '<field technical name>'".
2. The popup will display the length limit.

To adjust it (not recommended):

1. Right-click the field label and select "Configure Dictionary".
2. Change the length in the dictionary entry.

Yes, there is a character limit for the UI policy description option. The designation description field has a character limit of 255.
