Is there a Cost if a regular end User with no role approves or rejects a request by email?

Dear Team,
In ServiceNow is there a COST or breach of Contract involved if a regular end user approves / reject a request by email sent to him?
Next - If approver_user license is given to a end user does this involves cost?

It depends on who you ask. You should talk to your Account Rep. I have had some that have told me that this is ok and other that said if they can approve they have to have the approver_user role not matter how they are doing the approval.

Just out of curiosity want to know if end user's with no role are approving the requests via email, does ServiceNow monitors them and might charge a cost?

I'm note 100% sure. Some Account Reps have told me that it depends on the size of your company. So if your relatively small they will ignore you. But I cannot guarantee this answer is true.
