Hi
I can see what the problem is. You have selected the wrong user role (accidentally).
Please go to "Change User Role"
Then select "Admin"
Finally click on "Start Building" again and now you should get all the ITSM-related menu items.

I have got the PDI, but don't know how to instantiate the ITSM. The Activate Plugin also doesn't have an ITSM option to create

Hi
for basic ITSM it is not necessary to install a plugin because each instance has these capabilities activated OOTB.
