Is there a way to set 'Compacts the user interface" property to default for all users

The System Settings window has General group of UI Controls. In order to personalize my user interface i can switch on 'Compacts the user interface' - the UI displays more information in the browser window when this setting is enabled. But how to enable the same option by default for all users?

i have one more question. While applying this changes, should I be in my current update set or better apply directly in the default update set?

Because I have trouble implementing it in Vancouver? Are there any differences?
