is there any way to reduce the amount of records being created in sys_json_chunk table ?

Looks like the system removes records in sys_json_chunk table only when the parent record in sys_flow_context gets removed ( parent record auto removes after 2 weeks for completed flows, error or uncompleted ones stays longer)
