Issue regarding New buttton & active request on KPI Dashboard

A user is not able to see active request list in KPI dashboard.Some contents are visible to user ,but some are not.
Can you resolve this issue?.
Also,my second issue is I am trying to add a announcement section on a employee center page with page name as emp_taxonomy_topic.I want to create a instance & add announcement as widget.But New button is not visible at the bottom for creating list.Can you check this out?

Even though you didn't ask anyone but Ankur (people should really stop tagging - if you post your question, anyone with time will help!!), did you check on the report_view acl's? It would also help if you would share what the user is and isn't seeing, because you are making us guess.
For the second one: probably a scope issue, looking at the message. Are you in the correct scope? And if so, did you check on the 'create acl's'.

Well,It's been many times I haven't received any responses despite without tagging.
I hope your doubt is clear about tagging.
Now,I am sharing 3 images out of which er1 & er 2 is KPI board where active requests is not being visible to this user.
In er3 its my KPI dashboard ,you can see a message as well stating security constraints.
You can let me know if it works.
