Issue with the choice field of system setting language (Label become inactive automatically)

Hi All,

The label for only 2 languages (Indonesian and Vietnamese) for Japanese language translation changes to inactive automatically and it will display in English. No issue with other language labels.

I want to understand what would be the root cause and how prevent it getting change to inactive.
Please find the attachment.

We have corrected the inactive field to false many times. but still after some days it will again become true.

Looking forward for some solution to this.
