The client want to display special handling notes on Service Portal to inform that a field could be filled instead on making it mandatory. If the user has the information, fill it, but is not something mandatory.

Sounds like a good cause for using the annotation that is available for variables on a catalog item or record producer.
Annotation tab is available for most variables. I use it a lot in the usecase you outlined, whereby you want to guide or help a user with how to engage with a field.
Typically I will select Show Help and Always Expanded, so the information/tip/guidance is shown by default. The user can then collapse the help box if they wish.
If you don't select Always expanded, there will be a clear indicator there is a tip/help for the field, and the user needs to click it to read.

I don't think this is possible, but if it is Record producer or catalog item then you can create Onload client script and display a message. Mark my answer as correct if that helps.
