Hi,
There are couple of ways through which this Integration can be done. Short answer to your question is NO.
You can make use of Rest Web Services to integrate JIRA and ServiceNow like any other Web Service based integration. Sample doc below:

2) There are OOTB spokes available from ServiceNow which are indeed a paid version in case you want to go down that path.

Manage issues, users, stories, and groups in Jira. Retrieve Jira data to use in a flow. Use bi-directional webhooks and subscribe to Jira with a ServiceNow callback URL.
You can get JIRA spoke from Servicenow Store , This spoke requires an Integration Hub subscription.

Betty9, hello. I do not think you need the license. Perhaps, it depends on the integration you're doing between the systems and perhaps the tools you might be using to connect them. I see shloke04 gave you the link to the snow docs you might need. i do not know if you're using any tool to connect the systems. if you are, it should be specified in the tool's documentation somewhere. we use an integration tool to make the connection between snow & jira and i know what's written in its docs.
