Legal Service Delivery -Disable/Deactivate user ability to reopen their closed requests

As a Legal Fulfiller, I need the ability for users to reopen Legal requests to be disabled/deactivated, so the Legal Requests stay closed after the Legal team closes them (only Legal team members can reopen Legal Requests.
