Is it possible to download and setup a permanent ServiceNow Instance to develop on that doesn't expire?

NO mate, it is not possible. PDI is cloud based instance and cant be downloaded.

@markmatthew If you are referring to PDIs then answer is no as PDIs are hosted on cloud and they can't be downloaded. However, if you are referring to on premise instances then yes they can be hosted and managed on a company's local data center. An on-premise instance in ServiceNow refers to an installation of the ServiceNow platform that is hosted and managed within the infrastructure of a company's own data centers or private servers, as opposed to the standard cloud-hosted model provided by ServiceNow.
