Make comments mandatory when incident state changes resolve to reopened in service portal.

Here there is a action button we can open incident state to reopen here.

The reopen button is in one widget and comments section is in another widget. I believe it is OOTB behavior and if any changes that would be customization.
And that's widget level change complex customization.
