Make Order Now button as hide/readonly in Service Portal from a user

Hi 
I have a requirement that the User cannot submit the catalog item from Service Portal-> Make the Order Now button as Read Only for a specific catalog in Service Portal

There are 2 things

1- You dont user should see the order now button? if yes, then what the user will do on thsi catalog form?

2 - or you want , user should not able to see order now button untill all fields filled?

First option, user only want to view the catalog item, but cannot able to submit the catalog item.
