Manager's approval for Board executive

Has anyone dealt with handling a manager's approval for an executive, where the person report to a Board? Is it possible to have the board and its members, be the manager for the executive? And anytime, there's a manager approval, it goes to all board members.

On service catalogues, we had similar requirement. where we have to create a logic using script include which decides whether to send approval to manager or board, based on the employee hierarchy by navigating through manager and manager of manager all the way up to get the level.
