Mandatory comments missing when a request is rejected on Portal (for non itil users)

Hi everyone,
I have a questiong regarding roles needed to approve/reject a request from the portal: (there is no problem on the platform)
I created a new group with users with no specific role. To this group I gave approver_user role and sn_request_approver_read so they can see the request on the portal and accept/refuse it. The strange part is that when they reject the request, there is no mandatory comment box. The request is rejected. I tried with other users and the comments are mandatory.
What can I do to solve it? (except give the itil role)
