MCP Server Console blocked on PDI — free vs paid developer instance requirements?

Hello,
I'm evaluating the official ServiceNow MCP Server (sn_mcp_server) to connect an external MCP client via OAuth to:
https://<instance>.service-now.com/sncapps/mcp-server/mcp/<server-name>
On my free Personal Developer Instance, I cannot proceed:
- Application Manager → Model Context Protocol Server (v1.5.1) shows "Unavailable for Instance" / Installation blocked
- Banner: "This application is unavailable on developer instances"
Is Model Context Protocol Server / MCP Server Console supported on free PDIs, or only on licensed instances with Now Assist — and what is the minimum environment required?

as clearly stated by yourself This application is unavailable on developer instances - hence not available on PDIs.
