More Options (...) not showing.

for some user More options(...) visible as shown in image inside some options on a record form

for some users More options not visible instead icons are directly showing on header on a form

how we can restore to display as per OOB box

Identify the view(s) for which More Options isn't visible and then navigate to All > System UI > View Rules are configured for such view(s) or any Script is written for such view(s):

Thanks for responding. We have view rules but for some users its working for same view
