Move Incidents to Inprogress when On Hold Date/Time is reached

Hi Everyone,
We have got one scenario where we have to implement changing state of incident to in-progress when On Hold Date/Time is reached.
Full Requirement:
In our incident table, we have a state called as "On Hold" when selecting a new field appears called as "On Hold Until" which was a date field till now. So we had created a Scheduled Job that runs every night and moved the state of all incident to in progress which are about to reach the "On Hold Until" date field for that day.
Now the customer's requirement is to change this On Hold Until from a "Date" field to "Date/Time" field so that whenever an incident is about to reach the exact "On Hold Until" date/time field, at that exact time the incident should be moved to In Progress.
I don't think we can use scheduled jobs now because if we use, we have to schedule it for every minute, which can impact system performance heavily. Is there any other way to achieve this.

I just want to understand what value adding the time would bring. It’s better to keep it in date format only, as it’s easier to manage and run flows or jobs based on dates. Please check with the client — having just the date is more reliable. There have been several incidents where different times were set incorrectly, making it neither a valid nor practical use case.
