Multi Row Variable Set and Reference field

I'm new to Multi Row Variable Sets, and I'm a little confused as to how it ties to variable sets. Secondarily, can a variable in a variable set be a reference field? I think I read somewhere you can't have a reference field in an MVRS, but it was in an old post, so it's possible that the functionality now exists. Maybe I'm overthinking things. Basically, someone completing this catalog item needs to be able to pick multiple locations for this field.  Is it as easy as setting up a variable set with a single variable in it called "Location" which is defined as a reference field? Thank you.

@Mike LHCG1  On understanding the above use case, you want to select "Multiple Locations".

If you use "Reference" type field, it will display only a single value. 

For multiple selection, you can go ahead with List Collector type variable. If you want this variable to be used in multiple items, then you can group it under a variable set.
