My developer instance does not let me login even though app engine studio is live

I have a dev instance but when I want to login, it asks an App Engine Studio license even though it seems installed and live in the instance.

Isn't it possible to use a dev instance without a paid license for app engine studio? As far as I remember, I was able to access it a couple of months ago 🤔
