I can't seem to get my PDI back up when I click start building my PDI opens a blank white page no message/error. I've tried to refresh my PDI with no luck, should I release my instance? Thank you in advance!

have you tried both accessing the PDI through URL and through developer site? Have you tried different browsers? If none of the above methods are working, and since you have already tried to refresh your instance, then yes - I think you need to release and request a fresh installation.
