Need assistance in creating a report on task table (for sctask and inc) to know the old value and new value of a assignment group for the record, so it can be reported.

You should utilize the OOTB metric definition for assignment group to understand old value and new value.

Hi @saint,
you can do it via "Matric" feature in ServiceNow which we can use for reporting such kinda scenario.
OOB its available of incident table. for sctask table you need to create new matric for reassignment.
ServiceNow Navigation Path: Navigate search > Matric > Definitions > search Name "Assignment Group".
