Need help to a convert workflow to flow designer

I'm trying to convert a workflow to flow designer

1. There are two levels of approvals, level 1 and level 2.

2. If level 1 is approved then approval will should trigger to level 2

3. If level 1 approval is triggered and waiting for approval after 5 min, then level 1 approval should be auto approve and approve will should be trigger to level 2

ISSUE: In flow designer, after 1st level of approval timer is executing and waiting till mentioned time.

Ideally it should not wait if the level 1 approval is approved and wait till 5 mins if level 1 approval is not still in requested state.
