Need information for SLa creation On sc_task table

Is it possible to trigger a Sla whenever a specific task is  created
What start or stop conditions can be mentioned while creation of SLA on catalog task table

yes it's possible.

You should mention the start, stop, pause conditions and should use Priority, Assignment Group etc in the conditions

Check how OOTB SLAs work on incident table and configure something similar after discussing with your customer.
