Disabling the modifications on Catalog items from the catalog builder to only include the Questions and Review and submit sections. Apart from these two, all other sections should be grayed out or removed.

To use the catalog builder, you need to work with the template and sections you've mentioned, which are defined in the template only. We can't modify the OOTB (Out of the Box) template. If you want to make changes, you'll need to create your own template and use that.
