new delegate button

Hi All,

So admin is able to create delegate records from table and in the service portal

For other users they can create delegate records just for themselves from the table,

but creating a new delegate from new delegates button on portal doesnt work.

when i check https://instance.com/sp?id=form&table=sys_user_delegate it is just blank for them.

How can this be fixed?

why would an end user require to create a delegate record?

Delegate functionality is mostly for admins or for backend and not front end/portal.
