Hi ServiceNow Community. Is the Next Experience UI available in a personal developer instance? I signed up for a free personal developer instance. When I log in, my interface shows the App Engine Studio. I do not have the Application Navigator and other menus available at the top of the screen. I changed my user to an IT Admin but the Next Experience UI still does not show up, the main page is simply the App Engine Studio. Is there a way to get the Next Experience UI to load in a personal developer instance? I'd like to get some familiarity with the standard ServiceNow user interface and hoped the personal developer instance would allow me to. Please let me know if there is something I can do to load the Next Experience UI in a personal developer instance.

You need to change the user for the same. Please go to the developer site.
change and login back.

From the developer site, you can log in as admin. It will grant you all access. Next Experience as active by default on all new instances.

Seems you are not logging with admin user.
I agree with what Mark mentioned, use these steps
1) Go to https://developer.servicenow.com/dev.do#!/manage-instance
2) Click the instance URL and you will be logging in as admin to your PDI
