Next Option is Disbaled

Attached is an Order guide that will not allow any manager to select the option "Next" if the user does not need any access, hardware, or software. If the manager selects yes on one of the mandatory questions or yes on all of the mandatory questions, then the manager can select the option "Next" 

"OG Issue 1" are the mandatory questions on the form. *****Please ignore the blue "NEXT" option
"OG Issue 2" allows the manager to select "Next" if "YES" is selected on one of the mandatory questions"
"OG Issue 3" does not allow the manager to select next if "NO" is selected on all the mandatory questions on the form

If I am not wrong , it is expected behaviour if no request is made, the what record will be submitted at end?

So in this case minimum 1 item must be ordered to proceed further.

Also please check the rule based in order Guide, all condition are mentioned correctly.
