No "check out" button for any of our knowledge articles

This is a new instance that hasn't had KB implemented before. After doing some testing and publishing of articles we noticed that as soon as they are published, we aren't seeing a check out button that we've seen in other instances before.

 

There's no way to check out a published article and I looked at all of the UI actions and there simply isn't one to check it out. Any ideas why? It looks like I am able to jut edit the article directly while it is in a published state which is something I haven't seen before.

Have you ensured that Knowledge Versioning is enabled on the instance?
