Normalization Data Services Guided Setup

I am configuring the Normalization Data Services app via the guided setup and I am stuck on step 3 "Update Reference Qualifiers".

I tried to run the update, but it is giving me the following message:

The system could not update the reference qualifiers listed below. To manually update, open the reference qualifier and add the condition Normalized is true.

There are over 3,000 reference qualifiers that need to be updated. That is a crazy amount to do manually. Am I missing something here?
