Not able to create E-signature templates even after the necessary plugins activated

I am not able to create any template under E-signature templates table . 

even I do see the e-signature under the navigation also .

Currently Admin role .

Please assist

Can you check your user profile to confirm that you have either sn_esign.admin or sn_esign.config_manager?

Yes , Both roles have been assigned already . Still an issue .

Can you right click the column header, and check the List Control to see if the Omit new button is checked, or if there are any roles in the New roles list collector?

(Make sure you are in the E-Signature scope, and not Global)
