That's odd. I'd recommend going back to the plugin, and repair it, and see if the scope becomes accessible.

Are you able to find the app record in the sys_store_app table? If so, maybe opening the record will reveal some errors that describe the issue?

---------------------------------------------------------------------------------------------------------
Description
The System administrator or the application administrator are unable to select the custom scoped application from the application picker.
Release or Environment
All Releases
Cause
Application administration is checked for the custom scoped application in the sys_app table. As part of the administration, customer might have created application admin and application developer roles. For these roles, the elevated privilege option might be selected as per the below screenshot.
Resolution
If Elevated privilege is selected, the user should either elevate their access upon login or they should uncheck the Elevated privilege option so that the access will be granted without elevating.

If the above does not work, then I am not sure how else to proceed. If you are working out of a PDI, your options are limited, but you may want to consider resetting the instance. However, if you are working out of a business instance, then submit a support ticket to ServiceNow.
