On the HR case for some users not able to see the context menu, the magnifier glass not working and the watch list field is also not opening. Anyone faced same issue?

If these users recently started facing this issue, then check with your administrator as something modified recently in ServiceNow which caused this issue.
If this is the first time, then please look at the roles required here and pick any one user to provide the relevant roles from this list and validate if it is working or not: https://www.servicenow.com/docs/bundle/washingtondc-employee-service-management/page/product/human-r...
