not seeing any updates when Imported update set from xml file

Before we upgraded servicenow, we exported updateset under development as xml file. We then cloned over the development instance. So, apparently, we did something wrong. I tried to import the update set back via Retrieved Update. It was not importing nor did it have errors. Any tips?

I know this post is over a year old, but I wanted to confirm, that the answer given by Khalnayak is spot on. The update sets are empty and dont have any updates in them, if you exported it from list view.
You need to click on the related link on the update set or update set batch, to export it with the it's children and the updates, as has been specified in the previous answer.

It may be because these update sets are still in progress. I have tested it and when you mark it complete, the Export to XML link appears at the bottom of the form (not list). When you export now, it carries all the settings with it.
