Notification Bell badge count

We created a Provider Notification for the assignment group that triggers when an assignment group is changed for an incident and assigned to is empty. This notification is event based and seems to working as expected. What I noticed is that the badge count on the Notification Bell icon is not always accurate.

 

For example: Joe, Beth, and Taylor are in Assignment group Billing. An incident is created and the assignment group is changed to Billing but is not assigned to a specific person.  I impersonated Joe and the badge count for his notification bell indicates that there is a new notification. I did not view the notification as Joe. I then impersonated Beth and saw that the badge count for her notification bell indicates that there is a new notification.  As Beth, I view the notification.  Then, I impersonated Taylor but Taylor's badge count does not indication there is a new notification. However, the notification is there if I click on the notification bell.

 

Is this expected behavior?  That is, for a notifications sent to multiple people, it no longer shows as new for all after someone views it.

 

Anyway to change that so that it shows as new for each person until that person views it?
