Notification is not sending from RITM when additional comment changes

Hello Expert,
When additional comment changes on RITM ,but notification is not triggered when requested for is same as opened for.
i just added condition on notification
additional comment changes

Hello,
Please check if you have mentioned user in "Who will receive" the email section.
Also, check if trigger is "Record is inserted or updated" and Updated checkbox is true.

Notification is not working only for when "requestor for" is same as for "opened by"
