Notification SMS Alternate is not being sent

I am having problems with SMS portion of our notifications being sent. I have confirmed the below.
- The notifications in question have information in the SMS Alternate section
- The users to receive these SMS message have a “Mobile” SMS Deliver Channel set up in their profile that contains there mobile number and provider. Verified this in the cmn_notif_device table also
- The provider is in the Notification Service Provider (cmn_notif_service_provider) table with the correct email suffix
- The users are subscribed to receive these notification via both the Primary Email and Mobile delivery channels
When I test the notification process, I can see in the email logs that the email version of the notification is being sent but the SMS version of the same notification is not being sent.
Can someone tell me what I missing for SMS notification?
