One attachment should be downloadable to every one

Hi All,

 

I want to store one attachment in any one place (like in the catalog form) and all users want to download using the link directly but currently, I am facing an ACL issue so want to achieve this without ACL creation. Please provide any suggestion

Not possible without creating an ACL.
