Open New Colab Chat Modal and/or Open SideBar from Portal app

Does anyone know how to open the Collab Chat Modal from Portal?

I provided details below on the things I have found so far, but I have not been able to find any examples of opening the modal from a portal page.

I have noticed that Discuss button is available in Platform starting in Tokyo. 

I have found quite a bit of information (below) on where this is in workspace.

I have found the code that is opening  modal from CSM.

I was wondering if anyone has found a way to open the modal to start a collab chat from Portal.
